    Abstract
    The study focused on the state of service delivery by local authorities focusing on Harare City Council, the literature reviewed was centred on delivery by local authorities. Living conditions of Mbare District residents are measured by the quality of service that is availed to them by the responsible institutions. For example, one cannot fathom the prospect of living in a neighbourhood where there are always flows of sewerage and mountains of refuse dumpsites. Local Authorities regard the following as some of the causes of poor service delivery in the Cities: economic conditions, corruption, political interference, shortage of skilled manpower and funding challenges. The study aimed at evaluating the state of service delivery in local authorities a c ase of Mbare District. The research objectives were to evaluate the state of service delivery and residents perceptions to the service delivery in City of Harare, establish the challenges being faced by City of Harare and identify the strategies that the city may use to improve service delivery. These objectives were assessed using quantitative and qualitative research design. This research was a case study thus greater use of primary and secondary sources of data were adopted. Questionnaires, interviews, books, online articles and journa ls were used to gather data. The researcher established the background information of the research and related literature was reviewed.
